Cleveland Division of Fire Chief Patrick Kelly handed down punishment for their role in a shift swapping scandal. Earlier this year thriteen firefighters pleaded guilty earlier this year for abusing a policy that was designed to be a scheduling convenience.

The investigation originally targeted approximately 40 supervisors but that number dwindled due to retirement and others leaving the force.

The penalties are suspensions, ranging from one 24 hours shift to three 24 hours shifts. Only one received the maximum.

Charges are still pending for one supervisor who is currently on leave from the force.
