(Cleveland) - Prices at the pumps are up substantially since last Monday. In greater Cleveland, we're paying 21 cents more a gallon today than we were last Monday.

The average price locally is $3.65, up from $3.44 a week ago. Greg Laskoski with Clevelandgasprices.com says issues with refineries in the Great Lakes region are prompting the surging prices at the pumps.

He does expect some incremental decreases before gas prices begin to trend upward as refineries produce summer blends of gasoline.
